List Snapshot Schedules

GET /crates/{handle}/snapshot-schedules
The crate’s schedules: whole-crate ones first. Times are UTC. weekday (0 is Sunday) is set for weekly schedules only, month_day for monthly ones. Each keeps its last keep snapshots and deletes older ones.
