With a standard MySQL connection: the hostname, port, username and password are in your dashboard. phpMyAdmin is there for work in the browser, and remote connections are open to the IP addresses you allow.
Yes. Turn SSL on in your MySQL client or framework and connect to the same hostname, so queries crossing the internet stay encrypted. phpMyAdmin already runs over HTTPS.
